An applicant under an international application1 who is either a resident or national2 of a contracting state which has adhered to Chapter II3 of the Patent Co-operation Treaty may request an international preliminary examination of his application provided that he has filed his application at the receiving office4 of such a contracting state5. The international preliminary examination must be carried out by an international preliminary examining authority
