At any time after the grant of a patent1 its proprietor may apply to the comptroller2 for an entry to be made in the register3 to the effect that licences under the patent are to be available as of right4. Where such an application is made, the comptroller must give notice of the application to any person registered as having a right5 in or under the patent and, if satisfied that the proprietor of the patent is not precluded by contract from granting licences under the patent, must make the entry applied for6.
