A certificate purporting to be signed by the comptroller1 and certifying that any entry which he is authorised to make2 has or has not been made, or that any other thing which he is so authorised to do has or has not been done, is prima facie evidence of the matters so certified3. A person may apply on the prescribed form4 and on payment of the appropriate fee5, for a certificate which certifies that something which the comptroller is authorised to do has or has not been done6.
