A procedure for debating matters of regional, national or international importance exists for consideration by the House of a motion not chosen by the government or official opposition1. The debate is taken on the floor of the House, lasting for not more than one and a half hours at the end of which the motion lapses if not earlier disposed of2. The choice of subject debated is made by the Backbench Business Committee, which considers requests from individual members for priority given to their favoured subjects3.
