For the purpose of the continuous review of the distribution of seats at parliamentary elections, there are separate permanent boundary commissions for England, Scotland, Wales and Northern Ireland, respectively1. Each boundary commission must keep under review the representation in the House of Commons of the part of the United Kingdom with which it is concerned and submit periodical reports with respect to the whole of that area to the Secretary of State2. The recommendations contained in a report of a boundary commission are given effect by Order in Council made
