During a prorogation of Parliament or adjournment of the House1, the Speaker2 may issue his warrant empowering the Clerk of the Crown in Chancery, or the Clerk of the Crown in Northern Ireland, as the case may be, to make out a writ for the election of a new member if a vacancy is caused by:
(1) the death, or disqualification as a peer from membership of the House, of a member, during the recess or before it3;
(2) a member's acceptance of a disqualifying office during the recess4; or
(3) a member's bankruptcy5.
