The business of the House of Commons is transacted1:

  1.  

    (1)     in the House itself2;

  2.  

    (2)     in committees of the whole House3;

  3.  

    (3)     in general committees and public bill committees, appointed for the consideration of bills, statutory instruments and certain other matters4;

  4.  

    (4)     in select committees and joint committees of the two Houses, appointed to consider bills or draft bills, or expenditure, administration and policy of government departments and associated bodies, or other matters
