In the House of Commons strict rules are laid down for the maintenance of order in debate. These apply both to the content of speeches1 and to the conduct of members present in the chamber while the House is sitting2. It is open to any member to call attention to the breach of one of these rules on a point of order and it is the duty of the chair to enforce their observance3.
