The Corporate Officers1 may establish joint departments2 of the Houses of Parliament3, which have such functions as they may allocate from time to time4. The Corporate Officers may divide, amalgamate or abolish joint departments5, and their powers in connection with joint departments include power:
(1) to acquire, hold, manage and dispose of land and other property of any description6;
(2) to enter into contracts7;
(3) to do anything reasonably necessary or expedient for or incidental to their powers8.
The Corporate Officers' functions in connection with joint departments are exercisable by them only jointly9. When exercising functions under head (1) or
