859.     Crown's demand for supplies.

In the Speech from the Throne at the opening of each session of Parliament1 the monarch refers the estimates for the ensuing year to the consideration of the House of Commons2, and it is the duty of that House to examine them and to grant the money which is required to carry on the government of the country3.
