Where any land1 in the area of a local planning authority2 is comprised in an access agreement or order3, or has been acquired by the authority or by the Secretary of State or the Welsh Ministers4 for the purpose of public access5, the authority may take any steps and carry out any works, including the erection and maintenance of fences or notices, which appear to it necessary to protect the public from any source of danger on the land or on adjoining land
