The principal aim of the Environment Agency1 in discharging its functions is to protect and enhance the environment and to promote sustainable development2, and it has various functions, duties and powers that may affect open spaces. It must, for example, in formulating or considering any proposals relating to its functions (other than its pollution control functions3), exercise any power conferred on it with respect to the proposals so as to further the conservation and enhancement of natural beauty and the conservation of flora, fauna and geological or physiographical features of special interest
