Natural England1 must prepare a scheme setting out the approach it will take when discharging the coastal access duty2 and it must submit the scheme to the Secretary of State3.
The Secretary of State may approve the scheme, with or without modifications4 or it may reject the scheme and give Natural England a notice requiring it to prepare and submit a new scheme5. Natural England may, with the approval of the Secretary of State, revise a scheme that has been approved6. Before preparing or revising a scheme, Natural England must consult such persons
