The Broads Authority1 has various functions, duties and powers relating to the environment and recreation which may affect open spaces in the Broads2. It has a general duty to manage the Broads for purposes which include:
(1) conserving and enhancing the natural beauty, wildlife and cultural heritage of the Broads3; and
(2) promoting opportunities for the understanding and enjoyment of the special qualities of the Broads by the public
