(1) any person duly authorised in writing by a local planning authority2 may enter any land for the purpose of:
(a) surveying it in connection with any hedgerow removal notice3 received by the authority4;
(b) ascertaining whether an offence5 has been committed6; and
(c) determining whether a notice requiring the planting of a hedgerow7 should be given8,
(2) if there are reasonable grounds for entering for the purpose in question9;
(3) any person duly authorised in writing by the Secretary of State or the
