Except where the local planning authority1 is the owner2 of the hedgerow3, where it appears to the local planning authority that a hedgerow has been removed4, the authority may (whether or not proceedings are instituted5) give a notice to the owner6 requiring him to plant another hedgerow or, where the hedgerow has been removed by or on behalf of a relevant utility operator7, give a notice to that operator requiring it to plant another hedgerow8.
