Where Natural England, in relation to England, or the Natural Resources Body for Wales, in relation to Wales1, is of the opinion2 that any area of land3 is of special interest by reason of any of its flora, fauna, or geological or physiographical features4, it is its duty to notify that fact to:
(1) the local planning authority5, if any, in whose area the land is situated6;
(2) every owner and occupier of any part of that land7; and
(3) the Secretary of State or the Welsh Ministers8.
