Where it appears to Natural England, in relation to England, or the Natural Resources Body for Wales, in relation to Wales1, that an owner or occupier of land2 is not giving effect to a provision of a management scheme3, and as a result any flora, fauna or geological or physiographical features by reason of which the land is of special interest are being inadequately conserved or restored, it may if it thinks fit serve a notice4 on him (a 'management notice')5.
