There is no species of plant which may be imported or exported only under licence1, although the Secretary of State2 may at his discretion prescribe species whose import and export are to be so restricted3. Were any such licences to be required they would be in the same form as licences for the sale of endangered plant species (and subject to similar procedures and conditions)4.
