Where Natural England, in relation to England, or the Natural Resources Body for Wales, in relation to Wales1, is of the opinion that any area of land2 which includes, but also extends beyond, a site of special scientific interest3 (the 'SSSI') is of special interest by reason of any of its flora, fauna, or geological or physiographical features, Natural England or the Natural Resources Body for Wales may decide to notify that fact4. If it so decides, the persons whom it must notify are:
(1) the local planning
