A person having an interest in land1, other than excepted land2, comprised in an access agreement or access order3 must not carry out any work on it which would result in the area of land to which the public are able to have access being substantially reduced4. This prohibition does not, however, prevent anything being done which would cause any land to become excepted land5. Nevertheless, an access agreement may impose restrictions for the purpose
