A local authority1 has power to provide a country park2 on any site in the countryside appearing to it suitable or adaptable for the purpose of providing or improving opportunities for the enjoyment of the countryside by the public3. The authority may extend, maintain and manage the country park and do all other things appearing to it desirable for that purpose in connection with the provision of the park4. In particular it may:
(1) lay out, plant and improve the site and erect buildings and carry out works5;
(2) provide facilities and services for the enjoyment or convenience of
