Natural England, in relation to England, or the Natural Resources Body for Wales, in relation to Wales1, may acquire compulsorily all or any part of a site of special scientific interest2 where:
(1) Natural England or the Natural Resources Body for Wales is satisfied that it is unable to conclude, on reasonable terms, an agreement3 with the owner or occupier4 as to the management of the land5;
(2) Natural England or the Natural Resources Body for Wales has entered into such an agreement, but it is satisfied that it has been breached in such a way that the land
