In relation to England, regulations may make provision enabling the relevant authority1:
(1) where the authority is satisfied that an emergency has arisen which makes the exclusion or restriction of access by the public2 necessary3, by direction to exclude or restrict such access, in respect of any land, for a period not exceeding three months4; or
(2) where the authority is satisfied that an emergency has arisen which makes the exclusion or restriction of access by the public5
