The appropriate nature conservation body1 may make byelaws2 for the protection of a European site3. These byelaws must not interfere with:
(1) the exercise by any person of a right vested in him as owner, lessee or occupier of land in the European site, or in any such surrounding or adjoining area4;
(2) the exercise of any public right of way5;
(3) the exercise of any functions6 of statutory undertakers7;
(4) the exercise of any functions of an internal drainage board or the Commissioners appointed under the Tweed Fisheries Act 1969
