If a local authority1 has acquired land2 under the National Parks and Access to the Countryside Act 1949, or appropriated land for purposes for which land can be acquired under that Act, and the land was acquired or appropriated for a purpose involving its disposal or for a purpose which, in the authority's opinion, can best be achieved by its disposal, then the authority may3 dispose4 of the land to such person and in such manner and subject to such conditions as may appear to it to be expedient in order to secure that it will be best dealt
