Where it appears to the Secretary of State or the Welsh Ministers1 that it is requisite that the public should have access for open-air recreation2 to any open country3 in a national park4, which is not excepted land5, and that it is expedient that such access should be secured by means of the acquisition of the land by him or them, he or they may acquire the land by agreement, whether by way of purchase, lease or exchange, or acquire it compulsorily6. The Secretary of State or the Welsh Ministers may also acquire in the same way any land
