131. Complaints about high hedges.

A complaint about a high hedge1 is a complaint, not being a complaint about the effect of the roots of a high hedge2, which:


    (1)     is made by an owner3 or occupier4 of a domestic property5, where he alleges that his reasonable enjoyment of that property6 is being adversely affected by the height of a high hedge situated on land owned or occupied by another person
