The European Cultural Convention1 is designed to foster among the nationals of all member states of the Council of Europe2, and of such other European states as may accede thereto, the study of the languages, history and civilisation of the others and of the civilisation which is common to them all3. Each state party to the convention4 undertakes to:
(1) take appropriate measures to safeguard and to encourage the development of its national contribution to the common cultural heritage of Europe5;
(2) in so far as may be possible, to encourage the study by its nationals of the languages,
