The Secretary of State or, in relation to Wales, the Welsh Ministers1 must superintend and promote the improvement of the public library service provided by local authorities, and secure the proper discharge by local authorities of the functions in relation to libraries conferred on them as library authorities under the Public Libraries and Museums Act 19642. Every library authority must furnish such information, and provide such facilities for the inspection of library premises, stocks and records, as the Secretary of State or, as appropriate the Welsh Ministers may require for carrying out this duty3.
