Where the Secretary of State or, in relation to Wales, the Welsh Ministers1 intend to cause an inquiry2 to be held, he or they must give written notice3 to the library authority4 and to such other persons5 or classes of persons as he or they may decide, and must as soon as practicable thereafter publish in at least two newspapers circulating in the area in respect of which the library authority is obliged to carry out its duties a notice of the inquiry6. Not later than four weeks after the relevant date7, he or they must serve a statement
