The appointed person1 may hold a pre-inquiry meeting2, or if appropriate more than one meeting, where he considers it desirable and must arrange for not less than 14 days' written notice3 of any such meeting to be given to the Secretary of State or, as appropriate, the Welsh Ministers4, the library authority5, any person6 on whom the relevant notice7 was served and any other person whose presence at the meeting appears to him to be desirable8.
