A person1 who has a sufficient interest2 in an ancient monument situated in England may, with the consent of the Secretary of State3 constitute the Secretary of State, or with the consent of the Historic Buildings and Monuments Commission for England ('the Commission')4 constitute the Commission, by deed guardian of the monument5. Likewise, a person who has a sufficient interest in an ancient monument situated in Wales may, with the consent of the Welsh Ministers6, constitute the Welsh Ministers by deed guardian of the monument7; and a person who has any such interest in an ancient monument situated in
