The Secretary of State or, in relation to Wales, the Welsh Ministers1 may hold an inquiry into any matter relating to the functions of a library authority2 under the Public Libraries and Museums Act 19643. The procedure to be followed in any such inquiry is prescribed by rules made by the Lord Chancellor4. The Secretary of State or, as appropriate, the Welsh Ministers appoints the person to hold the inquiry (the 'appointed person')
