If an authority possessing compulsory purchase powers1 notifies the investigating authority2 for any area of archaeological importance3 that it proposes to carry out, or to authorise someone else to carry out, on any site in the area, any operations in respect of which an operations notice must be served4, other than exempt operations5, the investigating authority has a right to enter, at any reasonable time, the site and any land giving access to it, for the purpose of inspecting the site,
