(1) any person2 duly authorised in writing3 by the Secretary of State or, in relation to Wales, the Welsh Ministers4 may at any reasonable time enter the site of the operations for the purpose of inspecting the site, including any building or other structure on it, and recording any matters of archaeological or historical interest observed in the course of that inspection5; and
