The Secretary of State or, as the case may be, the Welsh Ministers1 must notify his or their decision and the reasons for it in writing2 to all persons entitled to appear at the inquiry3 who did appear at it and to any other person who, having appeared at the inquiry, has asked to be notified of the decision4.
