If it appears to the Secretary of State or, in relation to Wales, the Welsh Ministers1 expedient to do so, he or they may by a direction2 modify or revoke a scheduled monument consent3 to any extent he or they consider expedient4. Before giving such a direction the Secretary of State or, as the case may be, the Welsh Ministers must serve a notice5 of proposed modification or revocation on the owner6 of the monument and, if the owner is not the occupier,
