It is the duty of the Historic Buildings and Monuments Commission for England ('the Commission')1 so far as practicable:
(1) to secure the preservation of ancient monuments2 and historic buildings3 situated in England4;
(2) to promote the preservation and enhancement of the character and appearance of conservation areas5 situated in England6; and
(3) to promote the public's enjoyment of, and advance the public's knowledge of, ancient monuments and historic buildings situated in England and their preservation7,
in exercising the functions conferred on it8; but in the event of a conflict between those
