If it appears to the Secretary of State or, in relation to Wales, the Welsh Ministers1 that any works2 are urgently necessary for the preservation of a scheduled monument3, he or they may enter4 the site of the monument5 and execute those works, after giving the owner6 and, if the owner is not the occupier, the occupier of the monument not less than seven days' written notice7 of his or their intention to do so8.
