Any person1 duly authorised in writing2 by the Secretary of State or, in relation to Wales, the Welsh Ministers3 may at any reasonable time enter4 any land5 for any of the following purposes:
(1) inspecting any scheduled monument6 in, on or under the land with a view to ascertaining its condition and whether any works7 affecting the monument are being carried out in contravention of the legislation8, or whether it has been or is likely to be damaged by any such works or otherwise9;
(2) inspecting any scheduled monument in, on or under the land in connection with any
