A library authority1 may make contributions towards the expenses of another library authority or of any other person2 providing library facilities for members of the public3. The Secretary of State or, in relation to Wales, the Welsh Ministers4 may make grants to any body which maintains book catalogues or indexes to which all library authorities are permitted to refer, or otherwise makes available to all library authorities facilities likely to assist them in the discharge of their duty5 to provide a comprehensive and efficient library service6.
