The Planning (Listed Buildings and Conservation Areas) Act 1990 places a duty on local planning authorities, including in relation to Greater London the Historic Buildings and Monuments Commission for England ('the Commission')1, to designate as conservation areas those parts of their area which they determine are of special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance2.
