A person1 is qualified to issue a certificate to accompany an operations notice2 if he either: (1) has an interest in the site of the operations which, apart from any restrictions imposed by law, entitles him to carry out the operations in question3; or (2) has a right to enter on and take possession of that site under the statutory powers4 of entry on land subject to compulsory purchase5. Statutory undertakers6 are qualified to issue a certificate if they are entitled by or under any enactment to carry out the operations in question7.
