A local authority1 may make byelaws, to be confirmed by the Secretary of State or, in relation to Wales, the Welsh Ministers2, regulating the use of facilities provided by it under the Public Libraries and Museums Act 1964 and the conduct of persons in premises where those facilities are provided3. Without prejudice to certain statutory provisions including those under which byelaws are allowed to include provision for imposing fines4, byelaws may include provisions for enabling officers5 of the local authority to exclude or remove from premises maintained by it under the Act any person who contravenes the byelaws
