Regulations1 may be made as to the form and manner in which applications for scheduled monument consent2 are to be made, the particulars to be included and the information to be provided by applicants or the Secretary of State or, as the case may be, the Welsh Ministers3. The Secretary of State or the Welsh Ministers may refuse to entertain an application if it is not accompanied by one or more of the following certificates signed by or on behalf of the applicant4:
