920.     Appearances at inquiry.

The persons1 entitled to appear at an inquiry2 are the Secretary of State or, as appropriate, the Welsh Ministers3, the library authority4, and any person on whom notice of the inquiry has been served5 or who has served a statement of case6 on the Secretary of State or the Welsh Ministers7. Nothing in these provisions, however, prevents the appointed person8 from permitting any other person to appear at the inquiry, and such permission must not be unreasonably withheld9.

Any person entitled or
