The Secretary of State1 or, in relation to Wales, the Welsh Ministers2 may acquire, by agreement3 or compulsorily4, over land adjoining or in the vicinity of any monument5 which is under his or their ownership6 any easement7 which appears to him or them to be necessary:
(1) for any of the purposes8 relating to the monument for which such land may be acquired or taken into guardianship9; or
(2) for the use10 of any land associated with that monument11 for any of those purposes12.
