On application for foreclosure absolute there must be a witness statement made by the mortgagee, or, if he attended by an agent, by the agent, of attendance at the prescribed time and place1 and non-payment of the money2, and also a witness statement by the mortgagee of non-payment since the appointed time3.
The statement of attendance should prove attendance during the whole of the appointed time by the mortgagee or his agent authorised by power of attorney to receive the money
