The Secretary of State1 may by regulations2 make such provision as he considers necessary or expedient (1) for the appointment of an independent person known as 'the subsidence adviser' to carry out, in prescribed3 cases, specified functions4; and (2) for regulating and facilitating the carrying out of those functions by the subsidence adviser5. (a) the provision of advice and assistance to persons6 in connection with the making of complaints, or the taking of any other steps, in relation to any matter arising under the Coal Mining Subsidence Act 1991 or certain questions7 which may be referred
